In conjunction with the outbreak of the war launched by retired Major General Khalifa Haftar against Tripoli, in April 2019, Libya became a favorite destination for thousands of multinational mercenaries. With the aim of overthrowing the nucleus of the civilian state in the country, the presence of foreign fighters strengthened, and it seems that the battle costed Khalifa Haftar heavy losses in number and equipment, which prompted him to summon thousands of foreign fighters to reinforce his combat front (about 6000).
The armed groups loyal to Haftar also used mercenaries from the private Russian military company, "Wagner", known for its personnel (between 1,200 and 1,600 delegates). Those who have a prominent role in piloting and maintaining aircraft and training Haftar's soldiers on the types of weapons and various strategies, including the media.
On the other hand, other reports indicate that the Government of National Accord has summoned irregular fighters from several countries, and that they were entrusted with several tasks, such as monitoring, training, security, and protecting important sites.
The United Nations Mission in Libya also succeeded in achieving important progress with regard to the Libyan issue, and fruitful negotiation sessions were held and led to the agreement of the parties to the crisis to organize legislative and presidential elections in December 2021.
